Gilded Age style Wood and Hughes sterling silver slotted sugar sifter in the "Angelo" pattern. It has a gilt wash moulded bowl with star and circular stamped holes. Marked "W&H" and sterling with an 1878 patent mark, dating this piece between 1878 and 1899 when W & H was sold.
These are also used as tea strainers and absinthe spoons.
