It is by Oklahoma native American artist Willard Stone. Arguably one of the best woodcarvers in America. It looks to be a large breasted horned owl with a top hat. I believe these were given to members of the Oklahoma heritage association. It is sign “W Stone” To back of days of bronze. Get rest on a small wooden base with a plaque that reads, “ John H Williams honor member Oklahoma heritage Association”. Stand seven and three-quarter inches. less
