Mr. Rosen joined the Federal Arts Project in 1936, Mural Division, and stayed until 1941. He painted and exhibited pictures in various art galleries in New York City until 1945 when he moved to Los Angeles. He moved to Laguna in 1958, where he painted and lived in his studio. He entered the Laguna Beach Festival of Arts as the first painter to contribute Abstract Art to the event, and participated in the festival for the next fifteen years. In 1959, Rosen opened his first studio gallery and collaborated with the Laguna Playhouse for over a decade. Over the next 20 years, Rosen would participate in 17 art exhibitions and 20 solo shows.
