Vintage Solid Brass Pastry Cutter Wheel, Made in Italy. The Pastry Cutter is also known as a Pastry Jigger or a "speronella" in some parts of Italy.
Per the Loison Museum* website: "Over time this instrument was an emblem of wealth and well-being, especially in relation to the materials with which it was built: if in fact the wood one was typical of the lower classes, in the rich houses there were even examples in silver with bone or mother-of-pearl handles.
The font is very art deco in style, which leads me to believe it may date back to the 20's-30's, although I am not certain.
*A museum near Vicenza, Italy dedicated to the history and art of bread and pasta making. Who knew.
