Silk "Hanks" or "Kerchiefs" like this were used at the Presidential Nomination Conventions to show a persons support for their candidate.
This is a very rare and expensive "kerchief" for Benjamin Harrison in 1889. Red and white stripes with white stars; border consists of white flags against blue, with red outer stripe. Portrait of Harrison in each corner. Listed in Threads of History.
