Walter Webster was a British artist who favored watercolors and pastels. He was considered an Impressionist Figurative Painter. He produced many works, specialising in portraits of young women in a soft, fluid style. His work can be seen in many public collections in the UK.
I wonder what is in the letter the woman is reading? This is a by gone era, when letter writing was the main form of communication. I love the play of light on the woman coming from a window to the left. She is leaning slightly into the light to better read the words. The background fireplace and details of the accessories are also lovely and helps to create a very peaceful scene.
