It is a rocking chair that has 4 wheels which can be unlatched making it a mobile chair. It can be used for children up to I’d say 3 or so. It can also just be used for decorative purposes. Maybe you like to collect dolls? Would be cute to showcase a special doll in your collection. Overall in good condition. Wheels all work as they should, latches securely, and the rocker portion is also sturdy. The finish is probably on its last days, but it adds to the antique charm of the item. It’s got googly eyes.
