Very primitive looking,

In good condition, with heavy wear, cracks in the wood, wear and the cast hooks, weathered. The hooks are different, see pics.

Measures 38 W x 7"H x 6"D

I believe from early 1900 to mid 1900's probably hung in a barber shop or similar type store for customers to use.
