I believe that these are likely steel possibly some sort of an aluminum base, but not pewter or silver as they are fairly heavy and the metal isn’t soft. They do show discoloration that is common among vintage items of this age. I chose not to alter the patina by polishing these. I simply cleaned them with a soft cloth and took photos.
