Both pen holders swivel 360 degrees. The piece is fairly heavy so can easily double as a paper weight as well! It is a very patriotic piece for many different nationalities, not just American. :)

The piece is in good condition. One dull spot on one of the wings, otherwise the piece has a lovely, rich, and shiny golden patina. Possibly lacquered due to how shiny and gold the piece is. less
