Charles Parnelle was an artist and teacher from Charleston, South Carolina. Studied at The Citadel, The Military College of South Carolina. Charles was a draftsman at the Naval Shipyard in South Carolina, he retired early and began to devote his life to painting. He studied under local artists as well as national artists. Parnelle taught locally and throughout the Southeast. His influence can be seen in many of the artists within the Charleston area. less
