-Base is an unusual material, maybe mortar? Base has peeling layers of paint, which gives it a really amazing patina
-Seems like there must have been green felt on bottom of the base originally. The green left behind can rub off if you rub your hand on it hard enough. You might want to place something underneath the piece or add a clear sealant to it.
-MAY be some authentic vintage dust included less
