Probably Eastern European or may be American. The back flips from one side to other. Wooden hinge seen in pictures. May look like arm but is hinge. The bench has no arms. Great blue color and decorative painted detail. I have been cleaning out our 100 year old tobacco warehouse and this was hidden deep in the back. The bench would make a great addition to your home decor!
Condition note: Good Antique condition. If lots of people would potentially be sitting on the bench at one time and some of them
lean to the larger size I would shore up the two legs. Not a big deal to add more support. I sit on the bench regularly and I feels solid. less
