The signature in the bottom left says "Marvin", and notes on the back of the piece indicate that it came from a gallery called Artmaster Studios in San Fernando, Los Angeles, California. And it appears that they were call this an Embossed Serigraph.
The framing is pretty fabulous, but it could also take on a different feeling if it were in a neutral frame. less
