Lower tier is woven surface with gallery. Upper tier has retaining edges at handle end. Two large front wheels & 2 small rear ones. Recently repainted a gorgeous royal blue. No label, but almost certainly Russell Woodard based on attributes. The perfect addition to your patio, deck, porch or poolside for all your entertaining needs!
