The face is animated with the addition of red and black painted wicker and a pair of googly eyes. The top is designed to hinge backwards (or lift off) to reveal a sizeable compartment perfect for catching laundry or storing everything from towels to dog toys. No maker's mark.

Good vintage condition. The wicker looks clean and is in sturdy condition. The elasticized hinges appear to be a replacement.
