It has a makers mark underneath but it's hard to read. I think it say "Petro Pulo..." but I can't find any silver makers with this name. I have a sense it may be French, but do please let me know if you have any ideas as to the origins of this item.

It measures 3 1/2" width x 2 3/4" depth x 4 1/2" height. It weighs 7oz.
