Hector Ramirez Ortega (1932-1997) was an Ecuadorian artist known for his contributions to the Kinetic Art movement. He was born in Quito, Ecuador and studied at the School of Fine Arts in that city before moving to Paris, France to continue his studies. In Paris, Ramirez Ortega was influenced by the work of Victor Vasarely and other artists associated with the Op Art movement.

Ramirez Ortega's work explores the relationship between color, form, and movement. He was particularly interested in the ways that optical illusions and visual effects could be used to create dynamic, engaging works of art.
